In 1999 the electorate eliminated the county sheriffs system, replacing it with Marshals overseen by a State Commisson. The Marshals serve civil process and effect civil arrests. Although they are sworn officers, their authority is valid only while performing their defined duties. Request for civil process may directed to James E.
