Chief of Police John H. BorgesFranklin is located 15 miles south of Indianapolis and is home to approximately 22,000 people. Centrally located along the I-65 and US Hwy 31 corridors, Franklin is the county seat of the nearly 120,000 citizens of Johnson County. The Franklin Police Department consists of 58 employees, 39 of whom are sworn police officers. The remaining 19 civilian employees make up the department's emergency communications and many support staff divisions.
