RECENT GALENA POLICE NEWS:

Kennith LL Brasket, 22 arrested on MAR 22 and APR 1 by GPD, was erroneously released from Fairbanks Correctional Center on April 9th. He is a fugitive and entered wanted on the AK police database APSIN. Anyone with information on Brasket's whereabouts is asked to contact local law enforcement authorities immediately. He is a Native male, 6'2/180 lbs., brown hair and eyes and lean build. He has family in Nulato AK and friends in Galena. He may be in the Anchorage area.

CONGRATULATIONS TO: The Galena boys basketball team for becoming Alaska's IIA basketball champions at the Anchorage playoffs for 2008!

DRUG SEIZURE: Galena Police assisted by AK Troopers, intercepted a shipment of over 4 ounces of marijuana at Galena Airport on FRI, MAR 14, 08 at approx. 1PM. An investigation is continuing.

AFTER HOURS POLICE NEEDS: Please use the 656-0911 number only for true police emergencies after hours.

PART-TIME JAIL GUARDS: The Galena Police Department is actively seeking both women and men as part-time jail guards continuously for immediate openings.

Pay is $10.00 per hour.

Duties include visual observation of arestees (ensuring safety and calm) and welfare checks or summoning law enforcement or emergency medical assistance in cases of an emergency when arestees are held in the police department detention cell. Arestees in such cases are often intoxicated. Such holdovers will be pending transfer to Fairbanks Correctional Center, usually on nights, weekends and holidays, after the evening flight has already departed and until the morning flight the next day to Fairbanks.

In rare situations, the jail guard may be asked to accompany the officer and prisoner to Fairbanks, depending on circumstances and seriousness of offense. In such cases, per diem is paid by the state and if no return flights are available that same day, overnight lodging costs in Fairbanks are also paid by the state of Alaska.

Minimum requirements: Age 18 (high school students age 18 or older must have parental permission and permission from their Principal), be a US citizen or resident alien (with valid INS green card), must have completed high school or a GED program, must have good health and vision, no serious misdemeanor convictions within the previous 5-year period, no domestic violence convictions and no felony convictions. No history of serious drug abuse, mental illness or unrecovering alcoholism.

Must have positive ID and social security card. Completion of Amercian Red Cross or equivalent CPR and First Aid Course or higher level of certification is preferred. Contact the Chief for application information. Note: The State of Alaska requires a complete re-submission of jail guard application packets at the start of each fiscal year.

HUNTING SEASON ENDS: Moose season is now over and legal harvesting of moose has ended. Illegal hunting (poaching) is a very serious offense in Alaska. Please obey wildlife conservation laws so that future generations can enjoy hunting and observing wildlife from protective management of species. To report game violations, call Alaska State Troopers' dispatch center Fairbanks at 1-800-811-0911. This number is the same statewide for AST posts throughout the State.

COMMUNITY WATCH: Volunteers continue to be needed for the Galena Community Watch. Any amount of available time given to this project is greatly appreciated. Please call the police department and leave a message if no one is in.

ATV safety: Now that warm weather is here, 4-wheeler ATV's replace snow mobiles as fun alternatives to cars and trucks. Remember that any self-propelled vehicle in AK is subject to traffic laws concerning reckless driving and other rules of the road. Please drive safely.

DUI: The police chief is now Data-master breath alcohol test operator certified for the State of AK, so DUI enforcement now has an enhanced tool. Please don't drink and drive. .08 is the law and DUI will not be tolerated in Galena!

Bears: As spring is here, bears are coming out and are in and around Galena. several bears have become used to people and come near houses. Please put garbage in a sealed, metal can or keep it indoors. Bears will go after any potential food and they have a keen sense of smell. Though black bears are almost universally not aggressive (unlike Grizzlies), never feed, approach or touch a bear, especially cubs, as mother bears are very protective. Do not try and outrun a charging bear, they will win that race! Stand and wave your arms, look larger and make noise. Most charges are bluffs. Pepper spray works well on bears. Report menacing or nuisance bears to the police department. Please report and wolf or grizzly sightings in town to police. Keep pets away from bears.

More on Moose: Also remember that moose are in close to town to avoid wolves and bears, as they feed on spring foliage. Mother moose can be very aggressive. Never try to outrun a charging moose; get behind a fixed object such as a tree. Never feed or handle moose. Be wary of moose near moving vehicles, as they are unpredictable and can suddenly charge vehicles. Keep pets away from moose. dogs are regularly stomped to death in AK by moose.

SPRING WEATHER: As temperatures rise above freezing, warm weather is almost upon us. Roads are becoming hazardous with melting ice and slush at times. Water from melting snow can put person(s) at risk of hypothermia, even in warmer tempreatures.

RIVER THAW: The Yukon River will soon be unsafe to snow mobile or walk on. Always be safe on ice and let someone know when you are going out on a trip. Cold weather will still pose a challenge through May, so please be careful.

BOATING SAFETY: With the arrival of Spring and warmer weather, new challenges arrive: boating will resume on the Yukon, AK State Troopers enforce AK laws on personal flotation devices (PFD's), one per person in each boat.

BOATING SAFETY: Reckless or drunken boating is a serious offense.

Fires and explosions are concerns when hauling large quantities of fuel in power boats. Wind and weather can make the River dangerous on short notice.

DROWNING RISKS: Remember: KIDS DON'T FLOAT! ALWAYS... know how to swim and wear PFD's. Swimming lessons are offered in Galena through the city pool. The Yukon is a beautiful but potentially deadly place if it is not respected. The river bottoms can suddenly drop from several feet to over 50 feet in depth. The River's currents can pull a person under water, even when wearing a PFD. Drowning risks are heightened on the Yukon because of the high silt concentration in the water. Breathing in river water can cuase catastrophic injury to the lungs, in addition to regular drowning risks. Never swim while drinking alcohol.

Floating logs, river debris, other boats and larger vessels like tugs and barges can create hazards for boaters. Always watch your boat speeds and always plan your river trip: let someone know where you are starting from and going to, with start and estimated arrival times. Always be alert for weather forecasts and changes. As the River race approaches, please be safe and have fun. Please boat safely.


The Galena Police Department currently has a position for a part-time or split-duty officer. A split-duty position would include retirement benefits and health care insurance and be divided duties between shifts at the police department and at another city department such as public works, depending on qualifications. A part- time position would be 2 shifts a week without insurance or retirement benefits. More information on these positions are available on the jobs link on this website on usacops.com

GALENA POLICE AUXILLARY RESERVE PROGRAM: The city is implementing a Police Reserve Officer (PRO) program. This would allow interested and approved civilians to train to be a Police Reserve Officer (PRO).

PROPOSED PRO STANDARDS OVERVIEW:
Upon completion of training requirements, PRO's would have one of two status:
LEVEL I: A LEVEL I PRO would be a uniformed civilian but be allowed to ride on patrol, to speak at meetings, churches, etc. on behalf of the department when asked to do so, to fingerprint children, to adminster first aid, to use police radios, to take minor reports, to assist in arrests and investigations under supervision of the duty officer and to direct traffic.
LEVEL II: Level II PRO would have full police powers of arrest and investigation, carry and be qualified with an approved duty firearm in addition to the duties of a Level I PRO. Upon completion of a Field Training Officer program(FTO)the Level II PRO would be allowed to patrol alone, answer calls, etc. A Level I could work up to Level II status. A minimum of 8 volunteer hours a months would be required to be worked to maintain PRO status, unless genuine hardhsips prevented the time commitment.

While the PRO position(s) would be non-salaried, it would give the officers an exciting opportunity to volunteer to serve their community and to have a part-time law enforcement career, to ride with officers and answering calls at nights, on weekends or to be on-call if the duty officer is out of the village or in case of a crisis or emergency. Reserve officer hours would not interfere with the offficer's family or job requirements.
MINIMUM MANDATORY POLICE STANDARDS: Alaska Police Standards Commission (APSC) requirements include but are not limited to: being of good moral character, good human relation skills, no serious misdemeanors (drugs, domestic violence, theft or DUI), no recent license suspensions, no felonies, be in good health, be mental stabile, have no serious indebtedness, have a HS diploma or GED, be well spoken, articulate and have good speaking and writing skills, and be able to meet and complete all training requirements completely, pass physical, be negative for illegal drugs to include but not be limited to: anabolic steriods, methamphetamine, cocaine, marijuana or non-prescribed narcotics as determined by a pree-employment drug-screen test conducted by an approved lab, pass a thorough written psychological evaluationand and undergo a thorough background investigation with no indication of problems with moral turpitude. Any required training costs would be paid by the City of Galena.

NOTE: APSC often recognizes out-of-state and federal police training, including that of former officers who honorably left law enforcement in the past. Depending on when the training occurred, how long the academy was and how long a former officer was out of law enforcement. Qualified lateral-transfer candidates who have not been out of law enforcement longer than 10 years usually only need 2 weeks of academy training at the AST Academy in Sitka to become full-fledged, APSC sworn police officers. This training mainly focuses on Alaska law and firearms qualificatios. Chief Millan can review any previous police training and experience and see if the applicant meets this criteria.

FISHING: Commercial Salmon net fishing season is over but sport fishing continues with proper fishing license. Contact the local wildlife troopers for more information.

BEARS: With fishing season in gear, fish remains are included in the trash at the dump. This has atttracted a number of bears. Though the black bears are not generally aggressive and bear attacks are extremely rare, a 400-lb bear can be dangerous, especially if it is hungry or if it is a mother with cubs. Never go near bear cubs. If you are at the dump or elsewhere and a bear approaches, stay in a vehicle. Blow the horn if they approach.

MOOSE: There is a cow with 2 calves in the Galena area, including residential yards. Cows can be very aggressive if the think their calves are threatened. At 1000 lbs, a moose can stamp a person to death in rare cases. Moose-car collisions continue to be a top cause of serious motor vehicle accidents in Alaska, Be alert for moose when driving.

YUKON 800 BOAT RACE: Galena is the home of the Yukon 800 Boat Race, an annual river race on the Yukon.
